FAS Deputy Head Anatoly Golomolzin announced the agreement reached between the Federal Antimonopoly Service and mobile operators to cancel roaming within Russia by the end of this year. At the same time, roaming margins for communication for subscribers who entered the territory of Crimea should be eliminated already in the first quarter – that is, Russians arriving on the peninsula should use mobile communications at home rates at no extra charge. Now the FAS is working with operators to regulate roaming prices for three areas – intra-network, national and international roaming. “National roaming is when a subscriber of the corresponding operator moves to a region where there is no network of this operator and therefore, to provide the service, he must use the network of another operator. We agreed that we will radically close this topic in relation to the Crimea. In the first quarter of this year, the problem of national roaming should not exist for subscribers traveling to the Crimea. During 2017, in Russia this topic of roaming will be resolved throughout the country, \be called roaming, ”said the deputy head of the FAS. The agency agreed with the operators to refuse to use the term “intranet roaming”: companies will strive to ensure that tariffs for communication services do not differ depending on where the subscriber moves within the network. Also, the antimonopoly regulator interacts with Russian mobile companies on tariffs to international roaming. According to the agency, abroad, “Russians should not experience discomfort” when using communication services of domestic operators. True, here the FAS already has to take into account business arrangements between Russian and foreign partners for interconnection. Anatoly Golomolzin immediately recalled the initiation of proceedings against the telecommunications company Megafon, which raised tariffs for international roaming services by 20-2200% depending on the direction and services.
